Where is your pressure transducer located? It does not sound like it's between the regulator and carb with numbers that high. Unless you are monitoring both sides of the regulator, meaning the high and low side, the critical side to monitor is the low side (carb side). As the regulator modulates open or closed the high side (pump side) will change noticeably. As long as the pump has a higher pressure than the regulated pressure give or take pressure drop due to fittings and the regulator orifice, the regulated pressure should remain stable. Also pressure does not equate to fluid volume.
