Your seat seems fine to me. I like the independently secured headrest in the Camaro better, though. It just seems like it would offer better protection in the event of a crash.
What does the tube running into the back of the Mustang's headrest mount too? It slides up and down on the crossbar attachment, correct? Looks like an impact could cause it to pivot to one side or the other. There should be two stock rods running down into the seat back for the headrest, but they aren't very secure on our family cars. But they are DOT approved.
General 10.6 addresses headrests. It says seats incorporating reinforced headrests are allowed. I'm not sure the Mustang set-up fits that. One of the illustrations included matches the Camaro headrest.
