You know the batteries are not that environmentally friendly so why not do like an electric railway or streetcar and just run two power strips, one down each lane.... this will also help keep cars away from the wall and centerline. Since we are talking safety here no sense in exposing the drivers to the hazards of the car, they could sit in the grandstands and control their cars remotely.... fans will love seeing "self driving" in effect.
But land is too valuable. It is needed to house all the new immigrants. Maybe the track should be cut back some... to about 100 feet and the cars scaled down to say... 1/32nd the size. This reduced size could possibly allow the track to be enclosed making rainouts far less of a problem.
