You need to quote a little further:

You are correct. In addition to the Time Vehicle Controls section, downtrack stutters are expressly prohibited.

"Dirty Dozen." It was a different system, but similar concept.

Cars are so good these days that it doesn't take a lot of adjustment to take them from great to nearly perfect.
