Once I get the distributor in, I set the initial like this. Lets say you want to set the initial at 12 BTDC with an HEI and the distributor is in. With number 1 plug very very loose, rotate the crank until you hear compression being forced past the loose number one plug. Continue rotating the crank until you have the TDC mark on the balancer lined up with the 12 degree mark on the scale. Pull the cap off the distributor and look at the position of the rotor. You now have to rotate the distributor base to line up one of the caps spikes and that spike is where you attach your number 1 plug wire. This procedure is a little different if you are using a crank trigger or if you have a point type distributor. If this didn't help, ask again and tell us what you're ignition is.
