I converted my 85 Mustang to manual steering years ago. I just found a factory manual steering car in a wrecking yard, and bought the rack and steering shaft coupler. Manual steering (and brakes) were standard for Mustangs and Capris rom 1979 thru at least 1982 (thats the newest car I found), and Fairmonts and Zephyrs from 78 thru 82. Of course, most of the cars had optional PS & PB, but I have seen dozens of plain jane, normally 4 cylinder cars with the manual stuff. Flaming River also sells a manual rack for the FOX cars.
