Those factors are for SS/GT combinations, differentiated between a traditional RWD SS/GT car and a FWD conversion SS/GT car. It doesn't necessarily mean there ever was a factory FWD car with that engine.

Looking at Ford 2010 -
That section means the 281/235hp is 229hp in a RWD platform (like a Mustang) but would be 226hp in a FWD platform (like an Escort ZX2).

If I remember correctly, they started separating out RWD/FWD GT factors because the LT1 (or a similar combination) kept getting refactored by a Cavalier/Cobalt - which angered those running the combination in a traditional Camaro.
