You're correct about the adhesive. There's a patch of black adhesive in the recess of the brake light that bonds to the bar. Use a heat gun and pry the two apart.

By the way, you can do away with the luggage rack and add a spoiler if you claim the car as a 1993. There is a special edition convertible for 1993 that has a factory spoiler that looks nice.
