What does your RacePak tell you? Is it set up to log A/F and RPM? That would tell you what the fuel mix is doing at your shift points. Stock limits your cam lift but you can still move the valve events around.

Piston to wall clearence?
Heads been evened up?
Who picked the lobes?


Respectfully I don't see how the MPH is any of the problem at this point.

1320/117=11.28

No, carries fuel pressure the whole way and has ample volume.
