I saw a S/R corvette burn due to no ground wire on fuel cell. It destroyed the back half of the vette and driver suffered some burns as well...
When i work in tech that is one of the top things on my list to check....Don't complain too much as it just may save you and your car......

If you know a local fire fighter, ask them about static electricity and fires when fueling cars.

Electro static pad to which you stand on, wrist strap to the human and strap to the container and car to the electro static pad. That would do it! No nylon jackets either in the pits. Rubber sole shoes manditory with SFI rating!

What about fuel checks, that has to be very dangerous in itself, getting fuel from a hot engine compartment. ?????

Always a good idea to put your hand on the car & container before opening or transferring any fuel, especially in dry weather. Just normal maintenance practice.
A ground strap sure won't hurt anything.

always have the fuel jug or hose touching the funnel when putting fuel in the cell

that's not what is being referred to, that is already a rule, this is saying you need to fuel like a jet. come on, do you fuel your lawnmower this way, i am not saying this is a bad idea but there are a lot of other things to be worried about, like that 12 year old kid that just buzzed by you as fast as he can go the golfcart, or like someone said, how about fuel check? now that seems a lot more dangerous to me. J.M.O.
ps. i was going to add: flame away, but some would'nt think that was funny

He's right , it is a danger . Explosions and fires happen at race tracks , speed shops , and racer's garages all over America every year . And believe me , the last thing you want is to suffer serious burns .
The fueling regs posted above are a good idea for every racer and track to follow .
