Seems to be one of those areas cloaked in shades of gray and ultimately subject to the approval of the tech team. IHRA mentions nothing of driver accessability and includes the term "3-step" in the Stock rules. I think I'll use the velcro as per Mike's suggestion. :p

A few years back, my Dad has one of those MSD selectors connected to his air shifter, which was right next to him in the car. It was in there for a long time, but at one of the races, tech made him move it or remove it since it was within reach. He switched over to using chips after that.
