Water has a lot of surface tension that would make it hard to make it flow. Surface tension can be broken with a few drops of dish soap, but I never tried it to cc.

Windshirld waster fluid. It's cheap, easy to find, and a gallon will last you for ever. The winter -40 type the summer stuff is more of a soap and can foam up.
