Dear Mario, Thank you for contacting me to express your support for the Recognizing the Protection of Motorsports Act. I appreciate hearing from you about this important issue. On July 13, 2015, the U.S. Environmental Protection Agency announced its intention to establish carbon dioxide emission standards for new on-road heavy duty vehicles. EPA anticipates the regulation would go into effect in 2018. I have heard from a number of constituents, like you, who are concerned that the regulation would prohibit the conversion of on-road vehicles into racecars. To address this issue, on March 9, 2016, Senator Richard Burr (R-NC) introduced S.2659, the Recognizing the Protection of Motorsports Act of 2016. This bill would amend the Clean Air Act exempt the modification of motor vehicles into racecars from regulations pertaining to greenhouse gas emissions. S.2659 is currently pending before the Senate Committee on Environment and Public Works, of which I am a senior member. The Environmental Protection Agency has clarified that the proposed regulation would not affect the conversion of street cars into racecars. The agency is now reviewing public comments on the proposal and is expected to issue a final rule in the coming months. Please be assured that I will continue to monitor this issue as S.2659 and the EPA's rulemaking process moves forward. Should there be a need and the opportunity to consider the Recognizing the Protection of Motorsports Act, I will be sure to keep your views in mind. Thank you again for contacting me. Congress people always "keep your views in mind" while voting whatever is in their best interest.
Congress people beating their chests, claiming victory because the EPA threw them a few carrots. If the industry hadn't gone apoplectic about it, they would have never even noticed. Actually got a response today from Sen. Patty Murray (D-WA) which is nice I suppose. She (or someone from her office) said she'd "keep my views in mind". Guess we'll see about that! |

Vehicles made and modified for organized racing events would no longer be included in the Clean Air Act’s definition of a “motor vehicle.” American’s affection with the sport of automobile racing goes back to the 19 th century, and has grown exponentially over the years to claim a special place in the heart of many Americans. This legislation opens up a conversation regarding automobile classification, how EPA would implement the proposed changes, and what intended – and unintended – intersections it could have with other federal and state laws. However, Congress must balance our obligation to protect air quality while ensuring that the EPA has the ability to enforce measured and fair environmental standards.
