Must be a rumor. The answer is no on the Quota limit. There is a option to pre-enter like all the other national events on the registration website link or you can pay at the gate like you would normally at a Division event. When you look at the entry list it is set on 200 per class as a default in order for the program to work it needs to have a number there.
