Thin (water consistancy) paint, shot through an airbrush.
Put some paint in a small area and then using just the air, push the paint out from the middle. You could get something similar to a sunburst or really any shape you could push out with the air.

The Love Machine, I have never seen, looks like a D/G? Falcon/ Fairlane, I would guess BB powered and unsure of the track. Good lookin car though.

Straight lacquer over basecoat (can use acrylic enamel or urethane) play with pressure till you get what you want for a pattern, let it evaporate and clearcoat.
