does the reluctor trigger just as it going past the mag. pick-up? if not, when?

If you're asking while trying to set it up, the timing pointer should be at your desired timing point on the balancer (on the compression stroke), the pickup should be directly over the magnet on the wheel and rotor should be pointed at the #1 post on the cap.

That will at least get you close enough to fire and fine tune with the timing light and pickup adjustment.
