Are the Copo plates available anywhere or do they only come with a $100,000 car?

You must not have been told; you're actually buying a $100,000 license plate. The car is just a promotional gift that accompanies it.

This is how I did it. Ohio plate. Class winner 1970 US Nationals when owned by Gary Russell and driven by Jim Griffith. Also Class Runner up 1971 US National. Bert Dawson Comp/Superstock 3185

I can tell you that when I bought my 2019, Curt Collins told me, DO NOT LOSE THAT LICENSE PLATE. They only make one plate per car and that there were absolutely no extra plates to be had. Needless to say, I took mine off and it's under my pillow. LOL
