What was the spotter at half track doing? Isn't that why he's there, to check the track for things like....RAIN!

Oh, wait. Budget cuts may have eliminated that position. Besides the starter can simply look for spectators in the stands down at half track. If they start covering up, it must be raining and he can hold up the race.
