The first paragraph looks the same. But that second one looks a little different. I think they are now saying they will hit combinations that go -1.40 no matter what. I don't remember seeing that before.

Although not in print, the rule used to be -1.40 the sea level index but they are saying altitude factored tracks and that may mean something has changed. The guys out west should call Glendora to be sure.
