Default qjet fuel problem

Im running a 79 malibu 355-TH350 with a qjet which is feed by a holley black pump and #8 line with a aeromotive regulator. it seems to me that fuel is being pulled out of the secondary metering rod slot, so i did the black tape trick but no luck and i tried leaving the air cleaner on and tried the spark plug boot over the bowl vent tube, and again no luck. after each run i looked on the top of the secondary air flap, and it looks like fuel droplets are splashing on and around that area. the cars best pass this year has been a 11.67@113. this car does not have a hood scoop or any kind of forced air gizmos. can anyone help me with this issue? thank u
