for the last time, GM sold 100,000's of Fbodys with those engines at those HP ratings. they were not sandbagged for a benefit in NHRA. It just so happens that people were really unlocking the potential of the EFI motors at the same time. NHRA saw they had a problem on their hands and created the FI classes, let them sort themselves out and then integrated them back into the classes they need to be in.
