Joe, I agree with your logic 100% and let's take it one step further. Legally NHRA should only be able to place a fine on a racer for a violation on property that they OWN (Indy, Columbus, Gainesville and Atlanta). At other tracks it would be between the racer, the track owner and the EPA.
