But cheaters (and I know a large percentage of improper items are NOT a result of intent but rather accidental) How are those dealt with , only certain items get a DQ and a suspension ?
Is it only a suspension if it was blatant ? Or anything at all ?

If you get tossed for something "blatant" they may give you a vacation. If it is a slight measuring error or a mistake. They usually tell you to show up at your next race with the car apart to verify that you are now legal before you make a run.
When they tossed me at Maple Grove. For having too little compression, they told me to come back with the head off. I told them "no way" I had driven the car there, and it took me way to long to tear a head off then put it together to make a run.
I sent them a nasty letter explaining the stupidity of there rule.
They then changed the rule LOL
So I went back to racing.
