Jack - the underfactored cars would get in with either system being at the top of the qualifying sheet. The whining was from the .9-1.0 under cars that were getting bumped. Their rationale is that they were getting bumped by cars winning class singles and going fast enough to get the win (-0.5) but not fast enough to make the top 128. This basis many at the time agreed with (as polled on here). The ones that suffered were the classes where no one can run more than 1-under so you could have multiple cars in a class and none of them including the class winner make the field of 128 becuase they aren't fast enough. Making this added means of limiting the number of classes that can make the field for eliminations helps increase the possibility that the classes with more cars and better factors will end up with heads up runs in eliminations - something people were asking for (also previously popular on here).
