Open to the rules is the most interesting part of your post to me. Yes, you are correct, but you have to remember that not everyone is on the same economic playing field. Many of us save, scrimp, reuse, and do without in order to race under the rules that we assembled our race cars.
There is also a spirit of intent within the class that you choose to race. If you build your car within the rules and spirit and that is changed overnight without logic or reason, then what is one supposed to do with limited means? Walk away from something they enjoy or even love?
Another interesting word you used is performance. Yes, it is about performance and the thrill that we receive from the acceleration and competition. There are additional levels of performance. One being that the racer performs within the context and rules of the class. The other is that the sanctioning body perform with their ethical obligation to uphold the rules and standards of the class fairly.
I feel there is a shortage of performance on the latter, not the former.
