A PO Box would seem correct but could be for anyone – as long as the addressee was the Internal Revenue Service and not some litigation agency it is probably OK
Lot of crocks out there – be careful what you send to anyone

Mostly happens through email but they can use the US Mail as well

Ron, my friend a is pretty astute and sharp businessman, i think he would spot a fraud. It was from the IRS, and was strictly a questionnaire. I wish he would have made a copy of it as well.
