My last record was in E/S @ 10.72. That would be at least a 10.52 at a place like Englishtown or the Dutch.
My D/S runs of 10.55 in Arizona would be a 10.35 in Englishtown or the Dutch Classic. Easily. And that was 5-6 years ago.
It's not that difficult to run "way under" in those conditions. It's not always talent, it's the weather!
