Ken, No expert , that's for sure. I don't think anyone could be .
I've been around NHRA for over 40 years now, and I just have an idea how they think most of the time. I do think that they put some of the vague, ambiguous language in there just to give themselves wiggle room .

As to your question, the aftermarket steel case is close enough to OEM in weight and density, that it's considered a replacement part, similar to a Moser 12 bolt (Technically not OEM either).
I got busted at Gainesville years ago, for having a Moroso aluminum water pump on a 283 Stocker . I painted it black and all, same as the engine. I knew it wouldn't fly if it was ever spotted. I happened to have a cast iron spare in the truck, ready to go on . LOL
