Bill, how are you helping enact a rule? Have you contacted the Div tech people? They can tell you who to ask for, that is not afraid of loosing his job, and are nice helpful people. O got another part number Bow Tie block approved a little over a year ago. Got it approved in less that two weeks. No message board carping, just calm friendly phone calls and one letter. Painless as can be. Won't happen here. Try to approach it like an adult.
