Just for example, Joe Heustis runs nothing but local combos. Considering he bought Philbrick's old motor, I have zero concerns about the legality of his combo. He doesn't need to go to a Pro-Am race to earn some kind of legitimacy. If someone has questions about a particular car, deal with them on a case-by-case basis.
