The rockers have the shafts but no bolts.

The ratios are 1.80 and 1.70. The last two digits on the rocker arms are 80 and 70. Those denote the ratio. If you PM me your e-mail I can send you a Jesel Rocker Arm code chart and a picture of one set of the rockers.
