I just spent two weeks in Dubai last month on a business trip.
All I can say is that racing is alive along with many muscle cars all over the place.
There are 4 tracks about 1 hour drive from each other and they have drag racing every week.
The country has a population of 4 million, however, only 880,000 are locals; everybody else is an expatriate.
A few Aussies have established "Hot Rod and Tuning" shops, however, they are not at the level of ours. Was talking to one of the customers that happened to drive an Audi R8 everyday, however, owns a 2010 Shelby for street racing and a R/T 2011 Challenger that he drag races. He said anyone from the US that knows programming and tuning of ECM's both OEM and Aftermarket that sets shop in the UAE, would be making lots of money. The expatriates I dealt with are provided with very nice housing, a vehicle and great salary...tax free!!!
