The cross ram, and headers, were dealer installed options.
The 1969 Camaro was produced for an extended period of time, as the 1970 was actually a 1970 1/2.
That color combination is fairly common, Fathom Green and Dover White.
You could probably research it to find out if it was really sold by Berger Chevrolet, which was a noted high performance Chevrolet dealer that specialized in the performance line. Berger did a fair amount of COPO ordering, as well as doing a lot of dealer installations on that type of part.
I seriously doubt it is a $100K car, unless it has some special heritage. I've seen complete numbers matching RS/Z-28 cars with all the options, including the cross ram, headers, chambered exhaust, and 4 wheel disc brakes, all verified, not bring that even being well restored.
