Mike I'm sorry but im not reading that anywhere , can you quote it for me because the paragraph you posted does not say that in my opinion.

If its this line "The decision to adjust horsepower or to reduce the index will be at the discretion of the NHRA Tech Department" to me that reads tech has the right to give hp or Index put has to do one or the other
