Not that I have a burning desire to get involved in this discussion but does it not make sense to not count a combo that is illegal because of its impact on others who are running the same combo legally? That being said it would seem logical however that some form of penalty may be imposed for having an illegal combo and that would address the situation.Also i dont think it is possibe to simply avoid the scales and avoid the HP otherwise when you got the time ticket you would just drive by the scale and never worry about HP.
