If I had to guess, it may be for tow vehicle use (ATV, golf cart, etc) that most, if not all Comp cars use and need. S/SS are not permitted to use them, not sure about the .90 classes.

Then again, with NHRA, many of us quit trying to make sense of them, and their rules, long ago...
