I got the SVO blocked approved by the division 10 years ago. The block has the same deck height and main bearings as the Cleveland, but with different oiling and water outlet systems. The crank, rods, pistons, heads, manifold, and so on are all the same. The blocks are just more readily available and can be bored 0.60 or better without having to sleeve every hole. There is no real performance advantage, especially considering that the SVO blocks are heavier than the production Cleveland blocks. The approval was based on logic; the same logic used to approve Bowtie, Mopar, Dart and any other racing block found in class racing.
