I would try all 3 of those areas. Mostly start to tighten the shocks. Paint the wheels with shoe polish and check to see how long you are going with the wheelie wheels touching the track surface. The travel can be limited but make sure that you use some type of a rubber or polyurethane snubber. if it hits the stop to hard it will unload the rear tires. The real secret is the front shocks.
