It seems to me what you suggest is reasonable. Consider the math, if you had a "cataloged" .030 file fit ring set it would be listed as .035

A .040 "non-file fit" will be very close to the same size because of not being a file fit set it has more "out of the box" end gap.

I think it is a valid consideration.
