Now Bubba, I will inform you of the 'Not Attending Indy' rule from some years back. I don't think it has been changed, but other rule changes in Stock and Super Stock have changed the meaning and effect of the 'Not Attending Indy' rule. Basically it says you must not be able to qualify with at least two combinations that have been factored out, ruled out, or somehow out; but you have to try at least three years after said factoring or ruling before you can not attend Indy. And there are multiple examples available, none of which are important now, but if you don't qualify for the exemption, you are supposed to be on the list that has shrunk from 193 to 192.
