From 2015 Rule Book,"Two NHRA-accepted American-production 4-barrel or three American-production 2-barrel carburetors maximum. Inline 4-barrel carburetor prohibited. Fuel injection prohibited."
It doesn't give a minimum. One 4-barrel is legal.
