Not totally true.
If the vehicle is a personal vehicle titled in your name and registered RV and you own the entire contents personally you only need a class A or B depending on the vehicle being towed. Under 10,000 lbs Class B over 10,000 class A.
Called a Non Commercial CDL with no log book etc.
