In general, this is sounding like the typical scenario when a track is sold and sold and redeveloped into homes. Many developments require a catch basin for rain water from the runoff of the new development. How about a new track or a street legal road service where the townships can charge a tax for a performance car and monthly subscription for use of the road surface. The bomb is ticking and the little guy is losing again.
