Todd, yes it was voted on. However, IMO, an accurate vote should consist of a much broader system than just the racers with a computer and knowledge that the subject was actually up for vote.
Why would they change it a month later? They changed the ruling on blinders from nothing to something stationary. Maybe it was easy to change that rule because that one wasn't 'voted' on?
Reason because it helps and makes it easier to race? Easy? Gee, I guess that's what sets me apart.

The 2 step rule I can live with. The 2 step switch on the brake pedal is an accident waiting to happen.
Prime example of a rule implimented before going through the thought process.
