What makes all these people attending and participating at this event SO SPECIAL that they don't have to follow the orders that have been given to the rest of THE WORLD, Hot Lapping or not? MB

There are 8 states in the country that have little or no restrictions in place from there Governors. Both of the Dakota's being 2 of them. So probably not in violation. The whole world may have guidlines from The President, Dr Fauci, the W.H.O. , CDC or whoever but not necessarily law.
