From my understanding....it was moved to Vegas last year due to not having the finals at Pomona. After that experiment....

Summit has a long standing relationship with LVMS and I think they generally liked the Summit runoff at Vegas last year. In addition, from a logistical standpoint, Vegas is much easier to fly into than Pomona and technically closer to the east coast racers (albeit not much). In addition, from a parking standpoint, it just makes more sense to me that this runoff be held at Vegas, rather than Pomona.
