I really don't see how taking away mineshaft will help your situation? The 1.20 is still there. Otherwise, outside of heads-up runs, there would be more chances to lower the average.

I dont have a master plan, I just dont think the AHFS will not work and do what it is supposed to do by evening out the feild if over half the runs are not used in the AHFS. You are lucky. There are quite a few much slower cars running your combination to keep the average down. There is nothing stopping you from looking for heads-up runs against those "under factored" cars to get their average up.....
