The cavalier that Billy put together would probably do that well. Apart from maybe some sort of muffler to slip on and off of the car, you could even load a tune in to drive on the street, then change it at the track. Probably would get 30+ mpg to boot. Might get pricey driving around with race fuel in it tho to pass fuel check.
