Now that Shoemacher has appealed it goes to the next appeal level which is comprised of impartial people. Per the NHRA rulebook:
Section 1.8 (pages 31-36). This is exactly how the process goes. First appeal is by a standing appeals panel that is made up of NHRA employees.
That determination may be appealed with a "Final Appeal" per section 1.8.7 and that is heard by a different panel made up of one NHRA employee and two "members of the racing community". Those members must not have been a competitor in the current calendar year, have any financial or personal conflicts of interest with respect to the issue. The appealing party (DSR) can object to the makeup of the panel.
This is all very clearly spelled out, the process is very detailed, and appears to be being followed quite to the letter.
