We've had a cover on our truck since it's racetruck inception during 1994 and it has always been legal. Never back to back tested this.
Other things trucks can do are:
1. Lowering spindles
2. Non stock shock locations
3. Reverse leafspring to axle housing location
4. Rear bumper optional
5. Run really far under the index most of the time
